White House Highlights Strong Support for Freedom Haulers Initiative as Veterans and Trucking Groups Back Path to Trucking Careers

WASHINGTON — The White House on Sunday amplified endorsements from veterans and trucking industry representatives for the Freedom Haulers initiative, a Trump administration program designed to streamline the transition of military veterans into commercial trucking careers. In an official post accompanied by a promotional video, the White House shared statements of appreciation for measures that ease the path from military service to the trucking industry, emphasizing job opportunities for veterans and improved safety on American roads.

The post quoted supporters expressing gratitude to the administration for the effort, noting that it “will make it easier for veterans to transition out of military service and into the trucking industry.” It highlighted backing from veterans and trucking groups, framing Freedom Haulers as delivering “jobs for heroes & safer roads for everyone.”

The accompanying video featured testimonials from veterans, industry leaders, and footage from a White House event, underscoring the program’s dual goals of supporting service members and addressing driver shortages while enhancing roadway safety.

Launch and Key Policy Changes

Freedom Haulers was formally unveiled on July 30, 2026, during a White House event hosted by President Donald J. Trump alongside Transportation Secretary Sean P. Duffy, Veterans Affairs Secretary Douglas A. Collins, and Acting Labor Secretary Keith Sonderling. The interagency campaign involves the White House, Department of Transportation, Department of Veterans Affairs, Department of Defense (also referred to as the Department of War in some materials), and Department of Labor. It builds on existing Federal Motor Carrier Safety Administration (FMCSA) programs while introducing expansions aimed at reducing bureaucratic hurdles for veterans.

A central change extends the eligibility window for the Military Skills Test Waiver from one year to two years after separation from active-duty service. Qualified veterans with at least two years of safe heavy-vehicle operating experience in the military can skip the commercial driver’s license (CDL) road skills test. Officials reported that more than 40,000 service members and veterans have already utilized the waiver since its introduction. The expansion doubles the timeframe for veterans to convert military experience into a civilian CDL without retaking practical exams.

Additionally, seven states—Alabama, Arkansas, Florida, Indiana, Louisiana, Maryland, and Wyoming—joined the Even Exchange Program, raising the total number of participating states to 34. Under this program, eligible veterans holding certain military occupational specialties related to vehicle operation can exchange their military licenses for civilian CDLs, often bypassing both the knowledge and skills tests. Participating military roles typically include Army motor transport operators, Marine Corps motor vehicle operators, Navy equipment operators, and corresponding Air Force positions involving heavy vehicles or construction equipment.

For veterans without prior heavy commercial vehicle experience during their service, the initiative directs them toward accelerated CDL training programs. Eligible veterans can often cover up to 100 percent of tuition costs through GI Bill benefits, with some also qualifying for monthly housing allowances during training. The Department of Defense’s SkillBridge program further supports transitioning service members by allowing them to spend their final 180 days of active duty in civilian trucking training. Active-duty personnel may also apply for and test for a commercial learner’s permit or CDL in the state where they are stationed rather than returning to their home state of domicile.

Industry Commitments and Broader Context

Major carriers have signaled strong participation. Werner Enterprises, a Nebraska-based trucking company, pledged to hire 1,400 military veterans and military spouses in 2027—a reported 67 percent increase in its veteran-related workforce. Company leaders noted that approximately 15 percent of Werner’s roughly 14,000 associates are already military-connected, triple the rate in the broader U.S. workforce. The firm highlighted programs such as advanced military pay credits, full GI Bill apprenticeship benefits, and its Operation Freedom fleet staffed by veterans.

Other industry partners, including the American Trucking Associations (ATA), Owner-Operator Independent Drivers Association (OOIDA), FedEx, and UPS, have expressed support. ATA President and CEO Chris Spear praised the effort for reducing red tape and connecting veterans with good-paying supply chain jobs. OOIDA President Todd Spencer emphasized that military veterans possess the skills and discipline that make them among the safest operators of large commercial vehicles. Testimonials featured in the White House video included Shayne Dailey, a six-year Army National Guard veteran and UPS driver; Paul Shipley, a 2004–2014 Army combat veteran and AMVETS National Commander; and Bruce Jones, a Marine Corps veteran named the 2024 Illinois Trucking Association Driver of the Year.

Administration officials have linked Freedom Haulers to ongoing enforcement actions targeting improperly licensed commercial drivers. Officials stated that more than 24,000 non-English-speaking drivers had been removed from the roadways and that states were compelled to cancel more than 28,000 commercial driver’s licenses issued to individuals who were not lawfully present or did not meet federal standards. Supporters argue that replacing those drivers with trained American veterans will improve highway safety and strengthen the domestic supply chain. Average annual earnings for truckers have been cited in the range of $70,000 to six figures depending on experience, routes, and employer, with some materials noting recent wage growth under the administration.

Support from Veterans Groups and Outreach Efforts

Veterans organizations and individual service members have voiced approval for the streamlined pathways. Officials described trucking as a natural next mission for those who have driven heavy vehicles in service of the nation, while also opening doors for those without that specific experience through accessible training.

A dedicated microsite at freedomhaulers.dot.gov provides resources, partner listings, and guidance for veterans based on their military occupational specialties. Outreach includes digital advertising, radio spots, and coordination with employers and workforce development organizations. Approximately 200,000 Americans separate from the Armed Forces each year, and proponents note that a significant portion of current truck drivers are already veterans—estimates in program materials place the figure around 25 percent in some contexts—making further recruitment a logical priority for an industry facing driver needs.

While much of the underlying authority for skills test waivers and license exchanges predates the campaign, Freedom Haulers expands access, lengthens eligibility windows, increases state participation, and intensifies public awareness and employer commitments.

Critics or neutral observers have noted that the core legal changes are relatively narrow and that marketing and coordination form a substantial part of the new effort. Nonetheless, trucking associations and participating companies have welcomed the reductions in administrative barriers and the clear signal of federal support for hiring veterans.

Supporters maintain that pairing safer roads with meaningful civilian careers for those who served represents a practical win for both national security of the supply chain and the economic futures of American veterans.
